
The project is aimed at improving roads infrastructure at the village of Sidi Alaya in the municipality of Beni-Khalled, and creating a public space that is safe, friendly, genderblind and democratic for youth, women and families. It will target those most left behind in the context of the 2030 Agenda. The Village of Sidi Alaya is home to 3000 inhabitants, most of which are new internal migrants, which moved from the south, in search for jobs in the surrounding farms. The community is challenged with high school dropouts (18%) due to inadequate roads to get to schools,) and women working in the farms walk to and from work, in the dark on unpaved roads. Youth in the village have no extra curriculum activities, and are hence recruited by street gangs or become addicted to drugs. Most neighbouring jobs required low skilled underpaid labour, which is mainly accepted by women, leaving the men unemployed and violent. The project we present in this call will tremendously improve the quality of life in Sidi Alaya, through better roads system, and better urban space repurposing with sports infrastructure and activities that improve social harmony, improves sense of belonging and hence civic engagement.
The Project will be implemented by the Municipality of Beni Khalled, for the village of Sidi Alaya, and will focus on improving the road infrastructure and rehabilitation of a central square with urban sports equipment, a playground for youth and an urban plantation space. Several discussions have taken place with the Municipality, the Council, the SCO intervening in the Sidi Alaya village and a conversation with the population has been done in order to better target their needs. The city of Beni Khalled has published an intensive city’s territorial 2035 vision, where the most important elements are providing equal services to all the inhabitants of Beni-Khalled, and hence improving infrastructure of rural Beni-Khalled are high on our list. Beni Khalled municipality witnessed territorial expansion in 2018; which did not include any increase in local government resources, but 47% in land increase which includes rural communities deprived of many public services, and Sidi Alaya is part of this expansion. The attached territorial vision expresses this urgent need in urban utilities development.
Installation of drinking water systems and used water evacuations to all homes in Sidi Alaya. This was done just about a year ago. The municipality of Beni-Khalled, collaborated with both the national sewerage company (ONAS) and the national water company (SONEDE) to analyze needed infrastructural installations and mapping of needed to make their services available to all the families living in Sidi Alaya.
Public lights underground system mapping and installation; and first public light in the city operational 2 weeks ago. The public lighting infrastructure, was executed in partnership with the national electricity company (STEG) which provided needed expertise to the municipality. Today Sidi Alaya residence, finally enjoy potable water at their homes, a well-managed used water evacuation system, and public lighting.

Sidi Alaya is a village that was founded thanks to informal settlements in 30 to 4 years ago, mostly thanks internal migrations, to Beni-khalled, of families in search of jobs in the surrounding fields. Today it is home to over 7880 residences. The rehabilitation plan started with the first elected city board in 2018; and was implemented in 3 important stages:
1. Installation of drinking water systems and used water evacuations to all homes in Sidi Alaya. This was done just about a year ago.
2. Public lights underground system mapping and installation; and first public light in the city operational 2 weeks ago.
3. Road’s maintenance and road system construction; and this is not planned and is the subject of this project submission.
The project time frame is 12-16 months.
Project Milestones will be 3:
1. Co-creation with Sidi Alaya Community to rethink their urban common space and make it accessible to all, inclusive of youth and women and economic dynamics
2. Develop the tender documents for the urban interventions and select suppliers
3. Intervention work and inauguration
Currently the inhabitants of Sidi Alaya lack appropriate road infrastructure and there are no public recreation areas in the whole village. Improving road systems, of the village of Sidi Alaya, will improve equality of services, provided to all the residences of Beni Khalled, and hence improve social justice and harmony in the city of Beni-Khalled.
Also, better roads, will decrease school dropout rate, which is important in Sidi Alaya due to road conditions. Less teenagers on the street, means more security, and better quality of life, and hence better economic dynamics. Also better roads and public lights, means safer public space for women who work, and need to leave their homes early or late when it is dark. The proposed urban recreation spaces for youth and families, will tremendously improve quality of life in Sidi Alaya, and hence community resilience through new socio-economic dynamics.
Project achievements will make the citizens of Sidi Alaya feel that they live in a just and equal opportunity city, hence improving their sense of belonging, civic engagement and demand for better governance that takes into account each and every citizen in Beni-Khalled.
Target beneficiaries are the residents of the town of Sidi Alaya; 7880 population according to the 2017 census.
Currently the inhabitants of Sidi Alaya lack appropriate road infrastructure and there is no public recreation areas in the whole village. This is not the case of the inhabitants of Beni-khalled. Improving urban infrastructure of the village of Sidi Alaya, will improve equality for all the residences of Beni Khalled, and hence contribute to SDG REDUCE INEQUALITY and improving urban condition, through better roads to take children to school, women to work and urban recreation spaces for youth and families, will tremendously improve quality of life in Sidi Alaya Rreduce poverty (SDG 1) and Good health (SDG 3), and hence community resilience and contribution to SDG SUSTAINABLE CITIES AND COMMUNITIES.
The immediate risks that we see are the 4th wave of the Covid-19 crisis. Tunisia has been hit by 3 successive waves during 2020-2021.
The Municipal Council is trying its best to face this pandemic with the regional authorities.
The project will be led and implemented by the local government of Beni-Khalled in partnership with local community of Sidi Alaya, represented by its active NGO. The project will not be government dependent, since it will be 100% approved, executed and managed by local authority and community, and hence risks related to a change of government will have minimal impact on the project.

Next technical step is to prepare an urban transformation plan for the village of Sidi Alaya, by urbanists and civil engineers in consultation with Sidi Alaya residence, then get the validation of the municipal council, and start implementation once all aprovals have been granted.
The municipality of Beni Khalled is the main presenter and project driver, in consultation with the only active NGO in Sidi Alaya, Association ElTahadi, which will be an important implementation partner, especially in the required community participation process during the design and execution phase.
The government has no plans, nor will for any urban development projects in Sidi Alaya, according to current national economic situation. The Municipality of Beni Khalled, is hunting for resources to improve living conditions of its citizens, independently.
There are no national ministries involved in this project, project will be fully lead, designed and executed by the municipality of Beni-Khalled.

All project permits and licenses are issued by the municipality of Beni-Khalled, which is the main project execution partner, here all permits and licenses will be available as soon as needed. Municipality civil engineer as well as Municipality secretaire general, Will actively collaborate and lead and follow the design and field execution phase.
