
The capital city of Turkey, offering varied urban transportation infrastructure and experiences for over 5 million citizens, aims for introducing bicycle as an additional transportation mode. The bicycle strategy will serve as a document that guides policy with specific recommendations on improving the cycling share in Ankara. It is expected to complement infrastructure manuals and other regulatory documents and will direct sustainable transport policy in the future.
Within the scope of the project for the development of bicycle transportation for Ankara, the overall objective is to introduce the bicycle as a mode of urban mobility for all and integrate it into a multimodal public transport system). To achieve this overall objective, the sub-objectives are listed below:
(1) To develop a citywide Bicycle Strategy and a Bicycle Master Plan for integrating bicycle systems as part of the public transport and general mobility network of Ankara;
(2) To develop a Cycling Design Standards Guideline for Ankara;
(3) To define Pilot Projects for implementing cycling infrastructure and facilities such as bike share systems; and
(4) To advocate and promote the use of bicycles among Ankara citizens.
Inception
Implementation Implementation phase includes developing strategic plans, guidelines and masterplan and also pilot Project. The topographical survey for the pilot area has been completed. The project scope has only consultancy services without have any construction and site works.

As it is a master plan for the entire city, the project can be implemented incrementally.
A coherent network of bicycle routes, designed with a focus on inclusivity (specifically for elderly, women with children, youngsters, people living with disabilities), can improve the liveability of the city and contribute positively in terms of public health, economic growth and environmental benefits.
In the long term, many benefits will be realised that include:

3.6. By 2020, halve the number of global deaths and injuries from road traffic accidents;
3.4. By 2030, reduce by one third premature mortality from non-communicable diseases through prevention and treatment and promote mental health and well-being (3.4.1. Mortality rate attributed to cardiovascular disease, cancer, diabetes or chronic respiratory disease).

The project will be added in the municipality’s strategic plan and also a continuity plan for the project will be prepared.
An official letter of undertaking will be prepared by the municipality. All the risks and mitigation measures will be defined in this plan.

It includes a total of 10 routes. (13.6 M Euro) The design, consultancy & supervision services and topographical surveys are also included within the cost estimations above.
